The Founders included the First Amendment to the U.S. Constitution partly to protect religious rights. It was intended to keep the Federal government from interfering in religious practices and to keep it from establishing a national religion. James Madison said: “Before any man can be considered as a member of civil society, he must be considered as a subject of the Governor of the universe—religion is the basis and foundation of government.”
