The Founders included the First Amendment to the U.S. Constitution partly to protect religious rights. It was intended to keep the Federal government from interfering in religious practices and to keep it from establishing a national religion. The Charter of Pennsylvania, signed in 1681, said part of its goal was, "To reduce [meaning 'to civilize'] the savage natives by gentle and just manners to the Love of Civill societe and Christian religion."
